Integrated Action Plan (IAP)

Integrated Action Plan (IAP) : The Government has decided to continue assistance to 82 districts previously covered under the Integrated Action Plan (IAP) for Selected Tribal and Backward Districts and six new districts (total 88 districts) through a scheme titled “ACA for LWE Affected Districts” for the remaining years of Twelfth Five Year Plan.

Implementation Modalities : A Committee headed by District Collector / District Magistrate and consisting of the Superintendent of Police of the District and the District Forest Officer will be responsible for implementation of this scheme. The District-level Committee will have the flexibility to spend the amount for development schemes according to need as assessed by it. The overall objective should be to use the funds under the scheme in convergence with other Centrally Sponsored Schemes/ State Plan Schemes so that these districts register progress in terms of socio-economic parameters. A suitable form of consultation is to be ensured with the local Members of Parliament and other elected representatives including Members of Panchayati Raj Institutions (PRIs) while finalizing works/projects to be taken up under the scheme.

Identification and Prioritization of Works/Projects : The Committee should draw up a Plan consisting of concrete proposals for public infrastructure and services such as school buildings, Anganwadi Centres, Primary Health Centres, Drinking Water Supply, Village Roads, Electric lights in public places such as PHCs and schools, skill building, etc. Priority should be given to the projects as follows: completion of projects taken up under IAP; connecting all public buildings at sub-block, block and district levels with roads, street lights, drinking water and sanitation; and residential schools in convergence with other programmes. A minimum of 10% of the allocation for each district may mandatorily be utilized for skill building to ensure employment to the domiciled residents of the district concerned. The projects/works so selected should show results in the short term. Only works which directly impact the local population should be taken up. Therefore, works such as office buildings and their boundary walls, religious structures, welcome arches, staff quarters, etc. should be avoided.

Priority to most deprived/LWE affected areas : In order to ensure development in the most deprived/LWE affected/Schedule V areas of districts, at least 65% of the allocation may be spent on projects/works in these areas. These areas are to be identified by the Three Member Committee at the district level.
